What determines the most popular post? The number of comments, or the number of clicks WordPress tracks? Can I change the order manually?

At 4 seconds into the clip it shows a screen shot that says, “Top Posts are calculated from 24-48 hours of stats. They take a while to change.” That must mean they’re calculated from page views — if they were calculated from comments, that would neither require stats nor 24-48 hours.
